The Commission for Environmental Cooperation (CEC) is a unique organization because of the ways in which it structurally includes public participation. Focusing mostly on the work of the Joint Public Advisory Committee, this discussion paper describes the efforts made in almost ten years of operation of the CEC to achieve the effective involvement of the North American public in the CEC’s work to improve environmental protection and enforcement in the region.
