This report builds on Unisféra’s previous overview of the development of the CEC citizen submission process by reviewing how the process has contributed to achieving the objectives of NAAEC and how it has delivered on the expectations of its principal stakeholders.
It explores the opportunities and challenges for the Submission on Enforcement Matters process as an effective tool for improving environmental enforcement and the quality of the environment in North America, with an emphasis on the distribution of roles for the Council and the Secretariat.
