Reengineering of Agricultural Policy in OECD Countries: Trends and Policy Implications for Mexico

 This report looks at recent developments in agricultural policy and analyses recent trends in the overall level and composition of agricultural support in OECD countries, using the OECD and WTO classifications. It also describes recent reform processes in agricultural policy in selected countries.
This report looks at recent developments in agricultural policy by analysing the concepts of de-coupling and multifunctionality and their relationship with domestic support provisions of the WTO Agreement on Agriculture. It also analyses recent trends in the overall level and composition of agricultural support in OECD countries, using the OECD and WTO classifications. The report describes the evolution of support in OECD countries as a whole and provides an overview of specific reengineering processes conducted in selected countries, including the European Union, the United States, Japan, Switzerland and Mexico. Principles and strategies for an effective, efficient and equitable reform of Mexican agricultural policies are also presented.
